About the role:
The Business Development Manager is responsible for driving business growth by identifying new business opportunities, building strong client relationships, and promoting the company’s HR service solutions. This role focuses on expanding the client portfolio through consultative selling, strategic partnerships, and market development initiatives.
The Business Development Manager acts as a bridge between clients and internal HR operation teams to
ensure smooth onboarding, service delivery, and long-term client satisfaction. The role may cover services
including:
- Employer of Record (EOR)
- HR outsourcing
- Payroll services
- Recruitment support
- HR consultancy
- Workforce solutions
- HR compliance support
Job Responsibilities:
1 . Business Development & Sales
- Identify and develop new business opportunities for HR services.
- Build and maintain a strong sales pipeline through networking, referrals, market research, and
outreach activities. - Conduct client meetings, presentations, and solution discussions.
- Prepare and present proposals, quotations, and service agreements.
- Achieve monthly, quarterly, and annual sales targets.
- Negotiate pricing, commercial terms, and service scope with clients.
- Follow up on leads and manage the full sales cycle from prospecting to closure.
2. Client Relationship Management
- Build strong and long-term relationships with clients and key stakeholders.
- Understand client workforce challenges and business needs.
- Serve as a trusted advisor by recommending suitable HR solutions.
- Ensure high client satisfaction and retention.
- Handle client concerns and coordinate resolution with internal teams.
- Identify opportunities for account growth and cross-selling
3. Market & Industry Development
- Monitor HR industry trends, labor market developments, and competitor activities.
- Identify emerging business opportunities and target industries.
- Participate in networking events, business forums, and industry activities.
- Build strategic partnerships with external stakeholders and business communities.
- Enhance company brand visibility within the HR services market.
4. Proposal & Solution Development
- Develop customized HR service solutions based on client requirements.
- Coordinate with internal HR operations, payroll, recruitment, and compliance teams to prepare service
proposals. - Ensure service offerings align with company capabilities and compliance requirements.
- Support service implementation and onboarding planning.
5. Internal Coordination
- Work closely with HR operations teams to ensure smooth client onboarding and service transition.
- Coordinate internal discussions regarding service delivery expectations.
- Maintain accurate records of sales activities, pipeline updates, and client communication.
- Prepare sales reports and business development updates for management.
Qualifications:
Minimum Diploma or Bachelor’s Degree in Business Administration / Human Resource Management / Marketing / Management or related field
Experience & Skills:
- Minimum 3–5 years of experience in Business Development/ Sales / Account Management/ HR
Services industry - Experience in HR outsourcing, EOR, payroll, recruitment, or HR consultancy is an advantage.
- Strong stakeholder communication skills
- Proposal presentation skills
- Good business presentation skills (in person as well as virtual presentation)
- Strong client acquisition and account management skills
- Sales and negotiation skills is a must
- Strategic thinking and good commercial awareness

- Johor Bahru – Monday to Thursday: 8:00AM – 5:00PM | Friday: 9:00AM – 5:00PM
- Kuala Lumpur – Monday to Thursday: 8:30AM – 5:30PM | Friday: 9:00AM – 5:00PM
